Allan Ung is an internationally recognized authority in Operational Excellence and organizational transformation. He is the Founder and Principal Consultant of Operational Excellence Consulting (OEC), where he partners with organizations to achieve measurable improvements in performance, customer experience, and operational effectiveness.

Allan is known for his ability to integrate Design Thinking with Lean and Total Quality Management (TQM)—bridging customer insight with operational discipline to deliver solutions that are practical, scalable, and sustainable. His work consistently drives improvements in quality, productivity, flow, and cost while strengthening organizational problem-solving capability.

His consulting portfolio spans public and private sectors, including collaborations with the Royal Government of Bhutan, Ministry of Social & Family Development, Health Sciences Authority (HSA), Fugro, Grundfos, Cisco, Micron, Analog Devices (ADI), Panasonic, Tokyo Electron (TEL), and Lam Research. Across these engagements, Allan has helped organizations redesign processes, improve service delivery, and embed continuous improvement systems.

Earlier in his career, Allan served with the Singapore Government’s Industry Division at the National Productivity Board (now Enterprise Singapore), where he contributed to national Cost of Quality and Total Quality Process (TQP) initiatives. Working with the electrical and fabricated metals industries, he helped organizations halve quality-related costs, establishing new benchmarks for operational excellence.

Allan later held senior leadership roles in global corporations. At IBM, he served as Global Program Manager and Lean Six Sigma Black Belt, institutionalizing productivity and quality improvement practices. At Microsoft, he was APAC Shared Services Director, leading regional operations, quality, and customer experience improvement across Asia-Pacific and Greater China. At Underwriters Laboratories (UL), he was APAC Regional Quality Manager and Lean Six Sigma Deployment Leader, driving business excellence initiatives across the region.

A seasoned educator and practitioner, Allan is a TPM Instructor (Japan Institute of Plant Maintenance) and Lean Six Sigma Black Belt (North Carolina State University). He has delivered training, published articles, and presented at conferences on Design Thinking, Lean Management, Operational Excellence, and TQM.

Allan holds a Bachelor’s Degree in Mechanical Engineering from the National University of Singapore and completed advanced training in Productivity Improvement Consultancy in Japan under the Colombo Plan.
